From Inventory to Impact: Jacobs Helps Wisconsin Water Systems Tackle Service Line Inventories

WISCONSIN, September 2025 – Jacobs, a global leader in sustainable solutions, is supporting the Wisconsin Department of Natural Resources (DNR) in helping public water systems meet service line inventory requirements under the U.S. Environmental Protection Agency’s Lead and Copper Rule Revisions (LCRR). Since 2022, Jacobs has provided tools, training, and technical assistance to ensure compliance while safeguarding communities from lead exposure.

Through this collaboration, Jacobs is helping utilities develop and update service line inventories, verify service line materials, prepare consumer notification templates, and resolve inventory-related violations. A key part of the initiative involves partnering with the Freshwater Collaborative and University of Wisconsin-Oshkosh to train students from 10 universities. These students are contributing directly to lead reduction efforts while gaining valuable field experience.

“This work is about more than compliance — it’s about building trust, improving infrastructure, and protecting future generations,” said Cathy Wunderlich, Jacobs Project Manager and Senior Technologist.

Looking ahead, Jacobs and the DNR will present insights at the Wisconsin AWWA Annual Conference on September 10, 2025, during a session titled “Developing a Service Line Inventory that Checks all the Boxes: Transforming Challenges into Triumphs.”

Preparing for the LCRI

The EPA’s forthcoming Lead and Copper Rule Improvements (LCRI), effective November 1, 2027, will require systems to replace all lead and galvanized service lines within 10 years, identify unknown materials, validate non-lead lines, and expand lead testing to schools and childcare facilities. The action level for lead will also be reduced from 15 to 10 micrograms per liter.

With more than 30 years of experience in lead and copper compliance, Jacobs is helping utilities across North America build resilient, lead-free infrastructure and prepare for stricter regulations while protecting public health.
