Modern Construction Boosts Affordable Housing Delivery in Western Australia

The Cook Labor Government is accelerating the delivery of social and affordable housing across Western Australia by adopting modern construction methods that cut build times and boost efficiency.

At Champion Lakes estate, DevelopmentWA has completed ten new social homes in just nine months — well ahead of the national average of twelve months. Built by Dale Alcock Homes and designed by Zest Architects, the project used repeatable designs and prefabricated timber wall and roof systems to streamline construction and reduce waste.

Located close to public transport, shopping, and schools, the development includes seven two-bedroom and three one-bedroom homes. Each home has achieved a 7-star NatHERS energy rating, featuring fully electric appliances, heat pump hot water systems, and energy-efficient lighting. Built to the Silver Liveable Homes standard, they provide improved accessibility and long-term durability.

Landscaping was delivered by Indigenous Managed Services, using low-maintenance native plants to complement local streetscapes. The Champion Lakes project forms part of a broader pipeline of 81 new social homes being delivered by DevelopmentWA across six sites, supported by the Social and Affordable Housing Investment Fund.

Current and upcoming projects include:

  • 11 homes in Mirrabooka and 12 in Hamilton Hill by Dale Alcock Projects
  • Eight homes in Kwinana by Highbury Homes
  • Eight homes in Redcliffe by Summit Homes
  • 32 homes planned for Gosnells, with construction to begin in 2026

Planning, Lands and Housing Minister John Carey said the initiative shows how modern construction techniques are helping deliver more homes faster.

“We continue to work with industry to cut construction times and deliver more homes for Western Australians in need,” Carey said. “Our $5.8 billion investment in housing and homelessness measures is helping us think differently about how we deliver social housing.”

Armadale MLA Tony Buti added that the project demonstrates how innovation and quality design can go hand in hand.

“It’s great to see high-quality, well-located social housing being delivered so efficiently in communities like Champion Lakes.”
