Paris District Heating Network Concession Renewal News

Paris, France — The Council of Paris has approved the selection of a consortium comprising Dalkia, Eiffage, and RATP Solutions Ville for the renewal of the concession contract for the production and distribution of the Paris district heating network, one of the largest urban heating systems in the world.

The decision was taken on Wednesday, 22 December 2025, marking a major milestone in the city’s long-term energy transition strategy. The renewed concession will run for 25 years, taking effect from 1 January 2027.

“We would like to thank the City of Paris for the trust it has shown in us,” the consortium said following the announcement. “We are immensely proud to be entrusted with the operation of France’s first district heating network and one of the world’s largest. We approach this project with total commitment to supporting Paris’s ecological and social ambitions by supplying affordable, local, and low-carbon energy.”

The Paris district heating network plays a critical role in the city’s decarbonisation efforts. The infrastructure supplies heat equivalent to approximately 450,000 homes, serving nearly one million residents across the capital.

According to the consortium, a key priority will be to deliver an exemplary public heating service, leveraging the technical expertise and operational experience of the current concession holder’s workforce. The renewed framework is designed to ensure continuity of service while accelerating the shift toward renewable and recovered energy sources.

Under the new structure, a project-specific semi-public company will be created, with ownership shared between the City of Paris (34%), Caisse des Dépôts (15%), and the Dalkia–Eiffage–RATP Solutions Ville consortium (51%).

The agreement strengthens Paris’s position as a leader in sustainable urban energy infrastructure, combining public oversight with private-sector expertise to deliver reliable, low-carbon heating over the coming decades.
