PCL Construction Courthouse Project Wins National Award

PCL Construction has been awarded a National Award of Excellence for the Clackamas County Circuit Courthouse at the Design-Build Institute of America (DBIA) 2025 Design-Build Awards Celebration, held in Las Vegas. The project was recognized in the Federal/County/State and Municipal category, representing the highest level of achievement within its class.

Earlier this year, the Clackamas County Circuit Courthouse was named a DBIA National Award of Merit recipient, alongside the Orange County Health Care Agency Campus, another PCL-delivered project. At the national awards ceremony, the courthouse advanced from Merit status to receive the top Award of Excellence. the project’s outstanding use of the design-build delivery method and strong team collaboration.

“The Clackamas County Circuit Courthouse stands as an example of what’s possible when teams align early, share responsibility and remain focused on community priorities,” said Deron Brown, Chief Operating Officer, U.S., PCL Construction. “DBIA’s recognition reflects the dedication of our partners, trade contractors and the PCL team to delivering a justice facility that will serve Clackamas County for generations.”

The courthouse is Oregon’s first courthouse delivered through a public-private partnership (P3) and replaces a 90-year-old facility with a modern, sustainable justice complex. Delivered under a design-build, finance, operate and maintain contract, the project incorporates an all-electric mechanical system and a rooftop solar array. environmental impact while supporting long-term operational efficiency.

In addition to the courthouse award, the Orange County Health Care Agency Campus received DBIA recognition for Best in Virtual Design & Construction (VDC). The facility consolidates emergency response, laboratory and community health services into a high-performance campus designed for continuous, 24/7 readiness. The VDC honor highlights the project’s effective use of advanced digital tools to enhance coordination, efficiency and innovation throughout delivery.

PCL Construction stated that these recognitions reinforce its commitment to collaborative project delivery and to partnering with public agencies. They aim to create resilient, high-value facilities that serve communities over the long term.
