Skanska Awarded $274M Contract to Replace Rourke Bridge in Lowell, Massachusetts

Lowell, MA – June 2025 – Global construction leader Skanska has secured a USD 274 million contract from the Massachusetts Department of Transportation (MassDOT) to design and rebuild the Rourke Bridge in Lowell, marking a major investment in the city’s transportation infrastructure.

The project will be included in Skanska USA’s Q2 2025 order bookings and is valued at approximately SEK 2.8 billion.


The existing Rourke Bridge, originally constructed as a temporary structure, has long been a critical connector for commuters, emergency services, and commerce across the Merrimack River. Skanska’s project will replace the aging span with a modern, permanent bridge designed for long-term resilience and capacity.


Project Scope

The extensive project includes:

  • Complete demolition of the current temporary bridge
  • Construction of a new permanent bridge structure
  • Roadway reconstruction and realignment
  • Highway drainage and stormwater management systems
  • Upgraded traffic signals and highway lighting
  • Utility relocations and landscape enhancements
  • Comprehensive traffic management solutions during construction

  • Expected completion: February 2030

During this five-year construction window, Skanska will coordinate with local and state agencies to minimize disruption and maintain traffic flow while replacing one of the region’s most important infrastructure links.
