San Diego, USA — September 2025 — The San Diego County Regional Airport Authority, in partnership with Turner Construction Company and FlatironDragados Joint Venture, has officially opened the first phase of the new $3 billion Terminal 1 at San Diego International Airport (SAN). The milestone marks a major step in the progressive design-build project launched in late 2021, enhancing one of America’s busiest airports with modern amenities and significant infrastructure upgrades.
The newly opened first phase adds 19 gates, advanced passenger amenities, outdoor check-in pavilions, and a 5,200-space parking plaza. Travelers will also benefit from nearly five miles of new roadways, including elevated departures and arrivals routes, bridges, and bike lanes designed to improve access and mobility.
“The project has been an incredible collaboration among our team, our trade partners, and the Airport Authority—one that will immediately benefit residents and visitors alike,” said Steve Rule, Vice President and Project Director, Turner Construction Company.
“Together, we’ve delivered a modern gateway that strengthens regional mobility, supports future growth, and elevates the passenger experience for millions of travelers,” added Mario Martinez, Senior Vice President, FlatironDragados.
When fully complete in early 2028, Terminal 1 will expand to 30 gates, offering a net increase of 11 gates compared to the former facility. The three-level structure features a central security checkpoint, departure lounges, advanced baggage handling systems, and premium passenger services such as outdoor dining with skyline views, commissioned public art, and a “luminous wave wall” designed to optimize natural light.
Sustainability and Innovation
The project reflects San Diego’s commitment to environmental stewardship, targeting LEED Silver, Envision Silver, and Parksmart Silver certifications. Key sustainability features include:
- Over 33% energy cost savings and 66% irrigation water reduction
- EV charging stations and reduced embodied carbon in parking structures
- Optimized use of natural daylight and floodplain function preservation
