Turner JV Leads $700M Modernization of Memphis International Airport

A major transformation is underway at Memphis International Airport (MEM) as the Turner-led TAC joint venture spearheads a historic $700 million Terminal Modernization and Seismic Program (TMSP). The multi-year redevelopment marks the largest capital investment in MEM’s history and aims to completely reimagine passenger experience, safety, and accessibility at one of the Southeast’s key transportation hubs.

The TAC team, comprised of Turner Construction Company, Ardmore Roderick, and Chris Woods Construction, is driving the comprehensive upgrade that includes terminal enhancements, seismic retrofits, parking expansions, and streamlined ground transportation systems.


Demolition & Safety Upgrades Underway

A notable milestone in 2025 was the demolition of Concourse A, which began in July to make way for new infrastructure. This phase is expected to be completed by early 2026 and paves the way for seismic reinforcements and critical utilities.

A transit tunnel infill project—central to MEM’s seismic safety efforts—is also progressing swiftly. Crews are filling the tunnel with cellular concrete, enhancing long-term stability while enabling reconstruction of the commercial drive above. This improvement ensures the airport can withstand seismic events while continuing to expand above-ground services.


Improving Passenger Experience

In June, the departures-level inner drive and B crosswalk were reopened, significantly easing traffic flow for departing passengers and rideshare pickups. Work is also ongoing to create a new commercial ground transportation lane at the baggage claim level, consolidating access for shuttles, taxis, and limos.

Once this zone becomes operational, reconstruction of the outer commercial drive—a major two-year project—will begin, expanding capacity and improving safety for travelers.


Terminal of the Future

The full terminal modernization, scheduled to commence in 2027 and conclude by 2030, envisions:

  • Expanded ticketing and baggage claim areas
  • A larger, relocated TSA security checkpoint
  • Improved wayfinding through repositioned escalators and stairs
  • Full seismic retrofitting
  • Preservation of MEM’s iconic mid-century architecture

Supporting this vision is a new administration and Checked Baggage Inspection System (CBIS) building, currently in the design phase. Architectural renderings released by partner Alliiance show a light-filled, modern structure that balances beauty with operational efficiency. Construction is expected to begin later this year following the demolition of Concourse A.


Smarter Parking, Smoother Travel

Parking improvements are also gaining traction. In late 2024, MEM added 800 new spaces to the Yellow Lot. In 2025, new LPR cameras, a parking guidance system, and digital ticketing were launched to help travelers locate parking and exit faster.

Coming soon, MEM’s website will offer real-time space availability, online reservations, and parking guidance tools to simplify the pre-flight experience.

This ambitious upgrade program is not only enhancing MEM’s facilities but also reinforcing the airport’s role as a resilient and modern gateway for the Mid-South. With Turner and the TAC team at the helm, each milestone brings the vision closer to reality—prioritizing innovation, efficiency, and traveler satisfaction.

“This is more than just an infrastructure project. It’s about building a stronger, smarter, and more accessible future for Memphis and the people who fly through here,” said a spokesperson for Turner Construction.
