AECOM JV to Deliver Technical Services for Pivotal Phase of Hong Kong’s Northern Metropolis Development

AECOM, in joint venture with AtkinsRéalis, has been awarded a landmark contract by the Civil Engineering and Development Department (CEDD) of the HKSAR Government to design and supervise construction for Package 3 of the San Tin / Lok Ma Chau Development Node—a major component of Hong Kong’s ambitious Northern Metropolis strategy, which will support approximately 2.5 million residents.

Strategic Development Highlights

  • Package 3 spans 190 hectares and supports innovation & technology, housing, and community infrastructure.
  • Completion is targeted for 2038 and aligns with Hong Kong’s Smart City strategy.
  • AECOM will deliver comprehensive services:
    – Site formation and engineering infrastructure
    – Urban-rural integration and nature-based solutions (NbS)
    – Open space and landscape design
    – Environmental monitoring and mitigation
    – Digital twin development for data-driven planning
