BESIX Nederland Delivers High-Tech Scheveningen Control Centre in The Hague

BESIX Nederland, in collaboration with Vialis, has successfully delivered the new Scheveningen control centre—a critical infrastructure facility designed to manage tunnels, bridges, bollards, and maritime activities throughout The Hague. Completed at the end of March, the new facility is central to ensuring safe, seamless, and sustainable mobility across road and water networks in the region.

Despite its compact size, the project posed significant technical challenges, which BESIX overcame through its integrated approach to structural and installation works.

“The Scheveningen control centre showcases our ability to deliver technically complex projects that prioritize innovation, safety, and sustainability,” said a spokesperson for BESIX Nederland.


Integrated Technology for Total Control

BESIX was responsible for a wide range of systems, including:

  • Lighting and electrical power supply
  • Mechanical systems and sanitary installations
  • Climate control via electric heat pumps
  • Fire safety and evacuation systems
  • Emergency battery backup and generator support
  • Charging stations and vertical transport (lift)

The centre is equipped with advanced video wall systems for real-time monitoring of all connected infrastructure, ensuring full situational awareness for operators.


A Phased and Secure Transition

  • May 2024: Navigation control shifted from the historic Semaphore building to a temporary facility.
  • December 2024: A 48-hour migration successfully transferred all operations to the new control centre.
  • A secondary control site remains active as a backup, reinforcing operational resilience.

Sustainable, Future-Proof Infrastructure

Key sustainability features include:

  • Heat recovery from ventilation systems
  • Roof-mounted solar panels for renewable energy
  • LED lighting with motion detection and individual dimming controls
  • Gas-free energy model via all-electric systems

A unique feature was the use of a 360-degree construction camera to capture project progress in a Google Street View-style digital archive, adding both transparency and technological flair.


Long-Term Commitment

The project was delivered under a Design, Build & Maintain (DBM) contract, with BESIX Nederland assuming 15 years of maintenance responsibility. This ensures long-term reliability and proactive care for this vital operational hub, further strengthening The Hague’s urban resilience and mobility infrastructure.
