Balfour Beatty Signs Programme Alliance Agreement to Deliver Sizewell C Civil Works

Balfour Beatty, in collaboration with Laing O’Rourke and Bouygues Travaux Publics, has signed the Programme Alliance Agreement with Sizewell C, launching the Sizewell C Civil Works Alliance (CWA). This new alliance will spearhead the delivery of civil engineering works at the upcoming Sizewell C nuclear power station in Suffolk, UK.

 What the Alliance Will Deliver

The CWA is responsible for a wide range of infrastructure including:

  • Enabling and preparatory works
  • Marine and tunnelling operations
  • Major civil works for the nuclear facility
  • Associated ancillary and support infrastructure

With all three companies already working on Hinkley Point C, Sizewell C will benefit directly from their collective experience in complex nuclear construction. As a near-replica of Hinkley Point C, the Sizewell project is expected to see significant efficiencies through design replication and knowledge transfer.

 Statements from Leadership

Leo Quinn, Group Chief Executive at Balfour Beatty, said:

“Sizewell C represents a critical investment in Britain’s energy security and net zero future. As a trusted delivery partner with a strong track record in complex nuclear infrastructure, we are proud to bring our experience from Hinkley Point C to this vital national project.”

Nigel Cann, Joint Managing Director of Sizewell C, added:

“This agreement ensures our civils programme will be delivered by three companies with deep experience of building to the highest nuclear standards. Together, we’ll build on the progress made at Hinkley and deliver Sizewell C more efficiently.”

Impact on the Local Economy and National Infrastructure

The project is already progressing, with preliminary works having begun in January 2024. Sizewell C is expected to:

  • Create 7,900 on-site jobs at peak construction
  • Support tens of thousands of UK supply chain roles
  • Deliver long-term benefits to local communities in Suffolk

The alliance members have also committed to actively engage local businesses and talent, ensuring the project drives regional development.

 National Significance and Future Investment

In early June, the UK Government reaffirmed its commitment to new nuclear infrastructure by confirming £14.2 billion in investment over the next five years for Sizewell C. A Final Investment Decision, including private sector funding partners, is expected later in the summer of 2025.

Conclusion: A New Era for British Nuclear Energy

The signing of this Programme Alliance Agreement marks a major milestone for Sizewell C and the UK’s broader transition to low-carbon, energy-secure infrastructure. Through the Sizewell C Civil Works Alliance, industry leaders Balfour Beatty, Laing O’Rourke, and Bouygues Travaux Publics are set to deliver one of the UK’s most ambitious nuclear projects with certainty, collaboration, and community impact at its core.
