Balfour Beatty, in collaboration with Laing O’Rourke and Bouygues Travaux Publics, has signed the Programme Alliance Agreement with Sizewell C, launching the Sizewell C Civil Works Alliance (CWA). This new alliance will spearhead the delivery of civil engineering works at the upcoming Sizewell C nuclear power station in Suffolk, UK.
What the Alliance Will Deliver
The CWA is responsible for a wide range of infrastructure including:
- Enabling and preparatory works
- Marine and tunnelling operations
- Major civil works for the nuclear facility
- Associated ancillary and support infrastructure
With all three companies already working on Hinkley Point C, Sizewell C will benefit directly from their collective experience in complex nuclear construction. As a near-replica of Hinkley Point C, the Sizewell project is expected to see significant efficiencies through design replication and knowledge transfer.

In early June, the UK Government reaffirmed its commitment to new nuclear infrastructure by confirming £14.2 billion in investment over the next five years for Sizewell C. A Final Investment Decision, including private sector funding partners, is expected later in the summer of 2025.
