Foster + Partners Unveils Vision Masterplan for Constanța

Foster + Partners has developed a visionary masterplan for a 38-hectare site in the heart of Constanța, Romania, in collaboration with IULIUS, a leading real estate developer specializing in urban regeneration. This transformative project will revitalize a previously industrial site into a dynamic, mixed-use urban hub, integrating cultural, educational, retail, entertainment, sports, and leisure facilities, alongside lush green spaces and botanical gardens.

A ‘City Within a City’

Stefan Behling, Head of Studio at Foster + Partners, highlighted the project’s significance:

“This is a unique opportunity for Constanța to create a new destination that stitches together the urban landscape and transforms the experience of the city. Greenery is woven throughout the masterplan, enhancing community spaces while celebrating the city’s historic character.”

The masterplan aims to reduce seasonal fluctuations in visitors by offering a diverse array of year-round activities. Based on extensive community surveys, the project introduces new typologies of buildings and public spaces that Constanța currently lacks.

Sustainability and Urban Connectivity

The design integrates:
Extensive landscaping, with hundreds of mature trees improving air quality and enhancing residents’ well-being
Repurposed industrial structures, such as silos transformed into theatres and cultural pavilions
Green pathways and cycle lanes, reconnecting previously disconnected areas of the city

Maximilian Zielinski, Senior Partner at Foster + Partners, emphasized:

Preparing for the Future

Before construction begins, IULIUS will lead a bioremediation project to ensure the site is environmentally ready for development. This ambitious regeneration effort is set to redefine Constanța’s urban identity, positioning it as a cultural and economic beacon in the region.
