New 25-year contract to oversee production and distribution of Paris’ city-wide heating network from 2027

PARIS — The Council of Paris has approved the selection of a consortium comprising Dalkia, Eiffage, and RATP Solutions Ville for the renewal of the concession contract covering the production and distribution of the Paris district heating network.
The decision marks a major milestone in the capital’s long-term energy transition strategy and secures the operational future of one of the largest district heating systems in the world.
A Strategic Infrastructure for Paris’ Energy Transition
The Paris district heating network supplies the equivalent of 450,000 homes, serving nearly one million residents. It is France’s first district heating network and remains one of the most extensive globally.
The consortium’s representative expressed appreciation following the Council’s announcement:
“We would like to thank the City of Paris for the trust it has shown in us. We are immensely proud to be entrusted with the operation of this heating network, France’s first and one of the world’s largest. We approach this project with total commitment to supporting the City of Paris in its ecological and social ambitions, and to supplying affordable, local and low-carbon energy to most people.”
The network plays a central role in reducing carbon emissions, integrating renewable energy sources, and enhancing urban resilience.
New 25-Year Concession Structure
The renewed concession will run for 25 years, beginning on January 1, 2027.
A project-specific semi-public company will be established with the following ownership structure:
- City of Paris – 34%
- Caisse des Dépôts – 15%
- Dalkia/Eiffage/RATP Solutions Ville consortium – 51%
The consortium will assume operational responsibility, applying the technical expertise of the current concession holder’s workforce, including personnel from CPCU.
“Our aim is to provide an exemplary public heating service to Parisians, applying all the skills and expertise of the current concession holder’s personnel,” the consortium representative added.
Dalkia’s Role and Energy Expertise
As a subsidiary of EDF, Dalkia brings more than 85 years of experience in renewable energy development and heat network management.
The company:
- Employs nearly 23,000 people in France and internationally
- Specializes in renewable heat and waste-to-energy solutions
- Supports industrial sites, public institutions, healthcare facilities, and housing
- Focuses on long-term CO₂ reduction and energy efficiency
The partnership is expected to accelerate decarbonisation efforts across Paris while ensuring service reliability and affordability.
Supporting Ecological and Social Ambitions
The renewed concession aligns with Paris’ broader climate objectives, including expanding renewable heat sources and maintaining accessible energy pricing for residents.
By combining public oversight with private-sector operational expertise, the semi-public structure aims to balance environmental performance, economic efficiency, and social responsibility.
With the concession secured through 2052, the Paris district heating network is positioned to remain a cornerstone of the city’s sustainable urban infrastructure.
