AECOM NTA TII Cost Management Services Explained

AECOM NTA TII Cost Management Services Explained

Dublin, Ireland | February 22, 2026

AECOM has been appointed to provide cost management services under new frameworks with both the National Transport Authority (NTA) and Transport Infrastructure Ireland (TII), strengthening its role in delivering nationally significant transport infrastructure across Ireland.

The appointments follow competitive tender processes and reinforce AECOM’s strategic presence in the Republic of Ireland’s transport and mobility sector.

NTA Infrastructure Cost Management Framework

Under the agreement with the National Transport Authority, AECOM will serve as the single-source provider for the NTA’s infrastructure cost management framework.

Scope of services includes:

  • Cost estimation
  • Risk management
  • Value management
  • Peer review of services provided by other firms
  • Development of cost management guidelines and procedures

The framework will run for three years, with the option of a one-year extension.

This appointment positions AECOM at the center of cost governance and financial oversight for major transport programs managed by the NTA.

TII Commercial Services Framework

Simultaneously, AECOM has secured a position on TII’s multi-party commercial services framework, which will run for four years.

The scope covers:

  • Cost management
  • Claims advisory
  • Claims mitigation
  • Expert witness services

The framework has broad parameters and could expand to include engineering, project management and additional professional services. It will support TII alongside Ireland’s regional design offices and local authorities.

Strategic Significance

According to AECOM’s Ireland leadership, the dual appointments enhance the company’s long-standing relationships with both agencies and provide access to large-scale infrastructure programs that drive connectivity and economic growth.

The AECOM NTA TII cost management mandate strengthens financial certainty and efficiency in complex public infrastructure delivery — an increasingly critical factor as transport investments scale nationally.

Established Presence in Ireland

AECOM already delivers:

  • Technical advisory services
  • Transport modelling for the NTA
  • Transport planning and consultancy services under separate TII frameworks

The new cost management roles build on this foundation, consolidating AECOM’s position as a key infrastructure partner in Ireland.

About AECOM

AECOM is a Fortune 500 global infrastructure leader providing advisory, planning, design, engineering, and construction management services across water, environment, energy, transportation and buildings sectors.

The company reported $16.1 billion in revenue in fiscal year 2025, reflecting its continued global expansion and diversified service portfolio.

Industry Outlook

With transport investment accelerating across Ireland, robust cost control and commercial governance frameworks are becoming central to delivering projects on time and within budget.

The AECOM NTA TII cost management appointments signal continued institutional investment in structured, expert-led oversight to support sustainable infrastructure development nationwide.
