Stantec–AECOM Joint Venture Awarded 50M Contract

Stantec and AECOM, two global leaders in engineering and infrastructure consulting, have been awarded a five-year, US$150 million single-award contract by the Naval Facilities Engineering Systems Command (NAVFAC) to provide multidisciplinary architect-engineer and consulting services for the U.S. Navy’s Shipyard Infrastructure Optimization Program (SIOP).

The joint venture will focus initially on the modernization of Portsmouth Naval Shipyard (PNSY) in Kittery, Maine, a critical facility supporting the U.S. Navy’s submarine fleet.


Supporting Navy Fleet Readiness

Under the contract, the Stantec–AECOM Joint Venture will deliver integrated planning, design, and technical services aimed at upgrading aging shipyard infrastructure to improve efficiency, capacity, and operational resilience.

“This contract represents a significant opportunity to support NAVFAC’s execution of the Shipyard Infrastructure Optimization Program,” said Chris Williams, Senior Vice President, U.S. Federal Programs at Stantec. “We look forward to applying our technical expertise to help modernize the Navy’s shipyard infrastructure in support of fleet readiness.”

Karl Jensen, Executive Vice President of AECOM’s Governments business, said the award reinforces AECOM’s longstanding role in delivering mission-critical infrastructure for the U.S. Navy. “This transformative effort will strengthen fleet readiness and enhance long-term operational resilience.”


Modernizing Four Public Naval Shipyards

SIOP is a comprehensive, long-term recapitalization initiative targeting all four U.S. public naval shipyards:

  • Portsmouth Naval Shipyard (PNSY) – Maine
  • Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY) – Hawaii
  • Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) – Washington
  • Norfolk Naval Shipyard (NNSY) – Virginia

Originally built in the 19th and early 20th centuries, these shipyards require extensive upgrades to meet the demands of modern naval maintenance. SIOP integrates infrastructure improvements with industrial plant equipment modernization to increase maintenance throughput and improve working conditions for approximately 37,000 shipyard employees.


Established Partnership with NAVFAC

Stantec brings a longstanding relationship with NAVFAC, having supported SIOP-related programs and projects across all four naval shipyards. The firm is currently engaged in SIOP support roles at PHNSY and PSNS under separate joint ventures.

AECOM, meanwhile, has supported the U.S. Navy for nearly a century, providing services ranging from master planning and environmental engineering to program management for some of the Navy’s most complex infrastructure initiatives. Most recently, AECOM completed the Area Development Plan for Pearl Harbor Naval Shipyard as part of SIOP.
