VINCI, through the consortium AREL, has entered into exclusive negotiations with the French government for the concession of the future A154 and A120 motorway link — a major infrastructure project spanning nearly 100 km in the Eure-et-Loir department.
The 35-year concession agreement is expected to be signed in autumn 2026, subject to regulatory approvals.
Strategic Infrastructure Project
The VINCI A154 A120 concession project involves the development of a 97 km motorway system completing the Rouen–Orléans corridor.
Key objectives include:
- Enabling traffic to bypass the Greater Paris area to the west
- Improving connectivity with the Major Seine Axis River and seaports
- Enhancing access to the ports of Rouen and Le Havre
- Supporting regional economic activity, including agriculture in Centre-Val de Loire
Currently fragmented, the corridor will become a continuous, high-capacity motorway designed to improve traffic flow and road safety.
Scope of Works
Under the proposed concession:
- 69 km of new motorway sections will be constructed
- 28 km of existing RN154 national highway will be modernized
VINCI Autoroutes will oversee programme management, financing, and operations, while VINCI Construction companies will deliver design and construction services.
This structure highlights operational synergies between VINCI’s concessions and construction divisions.
