Los Angeles, USA — September 2025 — The world’s largest Consolidated Rent-A-Car Facility (ConRAC) at Los Angeles International Airport (LAX) has officially opened to travelers, marking a milestone in the airport’s $5.7 billion Landside Access Modernization Program (LAMP). With a contract value of $1.4 billion, the ConRAC centralizes all car rental operations at LAX and is directly connected to the Central Terminal Area via the Automated People Mover (APM) train, streamlining access for millions of passengers each year.
Global consulting and engineering firm Jacobs played a critical role in the delivery of this record-breaking project, providing program and construction management services since 2017 across multiple modernization initiatives at LAX.
Jacobs supported the ConRAC through procurement, design, and construction oversight, leveraging its expertise with public-private partnership (P3) delivery models. The company’s efforts identified over $100 million in cost savings, including $29 million through optimized foundation design and $83 million in soft-cost reductions via lean staffing.
The project also achieved LEED Gold certification, with Jacobs advising on sustainability strategies such as energy efficiency, emissions reduction, waste management, and water reuse. The firm also addressed complex engineering and regulatory challenges, including resolving fire code requirements for the installation of 98 fuel pumps in the Quick Turnaround (QTA) building.

It stands as a centerpiece of LAX’s broader modernization program, positioning Los Angeles as a global leader in sustainable and passenger-friendly airport infrastructure.
