Turner Selected for $158 Million Emergency Operations Center Project

Turner Construction Company and design-build partner DGA Architects have been awarded a $158 million contract by the Department of General Services to construct a state-of-the-art Emergency Operations Center (EOC) for the Governor’s Office of Emergency Services. Located in Costa Mesa, the facility will enhance emergency preparedness and response capabilities in Southern California, providing critical infrastructure for disaster management.

The center will play a vital role in coordinating emergency management and disaster response, ensuring readiness and resilience during crises. The project will include energy infrastructure, such as photovoltaic panels, battery energy storage, and emergency generators, and will be built to Zero Net Energy standards, emphasizing sustainability.

The California Office of Emergency Services oversees disaster planning and the response to various emergencies and threats in the state, including earthquakes, floods, wildfires, droughts, public health emergencies, cybersecurity attacks, and threats to homeland security.

Reed McMains, Vice President and General Manager of Turner Construction, expressed pride in partnering with the Department of General Services and DGA Architects to deliver this critical facility. He emphasized that the project is a significant step in enhancing the community’s resilience and emergency readiness, ensuring it meets the highest standards of quality and functionality.

Construction is set to be completed by mid-2027.
