Fluor Inelectra Venezuela Partnership Boosts Infrastructure

Fluor Signs MOU with Inelectra to Support Energy and Industrial Projects in Venezuela

Fluor Corporation has signed a memorandum of understanding (MOU) with Venezuela-based engineering firm Inelectra to support energy and industrial infrastructure projects across the country.

Announced on November 4, 2026, the agreement will combine Fluor’s international project delivery expertise with Inelectra’s local market experience.

The Fluor Inelectra Venezuela partnership will serve existing and future clients in the energy, petrochemical and industrial sectors.

The collaboration comes as Fluor identifies increasing investment activity by international energy companies in Venezuela.

Fluor and Inelectra Combine Engineering Capabilities

Under the MOU, Fluor and Inelectra intend to combine their technical expertise and project execution capabilities.

Fluor will contribute its global experience in engineering, procurement, construction and project management.

Meanwhile, Inelectra will provide nearly 60 years of local market knowledge, established relationships and construction expertise.

The companies aim to create a locally anchored platform capable of supporting complex industrial projects.

In addition, the partnership will focus on maintaining quality and safety standards throughout project delivery.

The agreement establishes a framework for cooperation, although specific new project awards have not been announced.

Partnership Targets Venezuela’s Energy and Petrochemical Sectors

The collaboration will focus on opportunities across Venezuela’s energy, petrochemical and industrial markets.

These sectors require specialised engineering and construction capabilities to develop and maintain major facilities.

Fluor expects the partnership to support international energy companies pursuing investment opportunities in the country.

Pierre Bechelany, Business Group President of Energy Solutions at Fluor, highlighted the objectives of the agreement.

“To support the increasing investment by international energy companies in Venezuela, we intend to create a locally anchored platform capable of delivering world-class project execution while maintaining the highest standards of quality and safety,” Bechelany said.

He added that combining the companies’ capabilities would help deliver projects supporting long-term economic growth.

Fluor Builds on More Than 40 Projects in Venezuela

Fluor has a longstanding history of engineering and construction activity in Venezuela.

Since 1982, the company has completed more than 40 capital projects across the country’s energy and industrial sectors.

Its previous work includes upstream oil production, downstream processing, petrochemical facilities and power infrastructure.

This experience provides a foundation for the company’s renewed collaboration with Inelectra.

Furthermore, Fluor’s project history includes major industrial developments involving both companies.

Hamaca Crude Upgrader Highlights Previous Collaboration

One of Fluor’s notable projects in Venezuela was the Hamaca Crude Upgrader at the Jose Industrial Complex.

The project was developed through a Fluor-Inelectra joint venture.

Completed in 2004, the facility was designed to process extra-heavy crude oil.

It had the capability to produce up to 190,000 barrels of extra-heavy crude oil per day.

The project demonstrated the companies’ ability to work together on large-scale energy infrastructure.

Their new MOU builds on this established working relationship.

Inelectra Brings Local Engineering and Construction Experience

Inelectra is described as Venezuela’s largest engineering and construction firm.

The company provides engineering, procurement and construction management services for energy and industrial clients.

It has offices in Caracas, Puerto La Cruz and Maracaibo, supporting operations across Venezuela.

With nearly six decades of experience, Inelectra brings knowledge of local project requirements and business conditions.

Its established relationships and technical capabilities will complement Fluor’s international resources.

Together, the companies intend to support clients throughout different stages of project development and execution.

Fluor Expands International Energy Project Opportunities

Fluor provides engineering, procurement, construction and maintenance services to clients worldwide.

Headquartered in Irving, Texas, the company employs approximately 23,500 people.

It reported $15.5 billion in revenue in 2025 and ranked 292 on the Fortune 500 list.

Fluor has operated for more than a century, delivering projects across energy and other industrial markets.

The Inelectra agreement represents another opportunity to apply its engineering and project management expertise.

Fluor and Inelectra Plan Long-Term Collaboration

The MOU establishes a framework for future cooperation between the two engineering companies.

Fluor will contribute global project delivery capabilities, while Inelectra will provide local knowledge and execution support.

The partnership is intended to serve clients across Venezuela’s energy, petrochemical and industrial sectors.

However, the companies have not disclosed the financial value of the agreement or identified specific upcoming projects.

The Fluor Inelectra Venezuela partnership builds on decades of previous collaboration, including the Hamaca Crude Upgrader.

Through the new agreement, both companies aim to support future industrial investment and infrastructure development in Venezuela.
