Frontier-Kemper-Tutor Perini Joint Venture Awarded $1.18 Billion Manhattan Tunnel Project

$1.18 billion contract awarded for the Manhattan Tunnel Project
◼ Part of the Hudson Tunnel Project (HTP) to improve resiliency and reliability of New York-New Jersey rail tracks
Design-build contract for twin 30-foot diameter tunnels beneath the Hudson River

A joint venture between Tutor Perini and its subsidiary Frontier-Kemper Constructors has been awarded the contract for the Manhattan Tunnel Project, part of the Hudson Tunnel Project (HTP). This project aims to create two new passenger rail tracks between New York and New Jersey and rehabilitate the aging North River Tunnel damaged by Superstorm Sandy.

The project includes:

  • Design and construction of twin 30-foot diameter tunnels
  • 700-foot length beneath the eastern shore of the Hudson River
  • Access shaft at 12th Avenue and Manhattan West Side Highway

Work is expected to begin in spring 2025 with substantial completion by 2029. This project will be added to Tutor Perini’s backlog in Q1 2025.
