BESIX Delivers Landmark Marine Infrastructure at Port of NEOM in Oxagon

BESIX has achieved a major milestone in Saudi Arabia’s ambitious NEOM development, successfully completing the marine infrastructure package at Port of NEOM in Oxagon, located on the Red Sea coast. This milestone marks a significant step forward in the construction of the port’s next-generation container terminal, which is scheduled to open in 2026.

Following the contract award in 2023, BESIX, together with Modern Building Leaders (MBL) and Boskalis, delivered more than 4.6 kilometers of quay wall under an accelerated development schedule. In just two years, the consortium designed and constructed seven berths with depths ranging from 10.5 to 18.5 meters.

At the heart of the project lies a 900-meter advanced, automated, and sustainable container terminal with a capacity of 1.5 million TEUs, capable of handling the world’s largest container vessels.

“The project integrates sustainability across all aspects of design and construction,” said David Lories, Project Director at BESIX Middle East. “Resource efficiency was achieved through sustainable procurement practices, including sourcing low-carbon steel, prioritizing local suppliers, and implementing comprehensive recycling and reuse measures. Air and water quality were continuously monitored to stay below regulatory limits at all times.”

The completed infrastructure meets international standards for performance and environmental stewardship. BESIX’s innovative approach resulted in substantially reduced embodied and operational carbon emissions, demonstrating how large-scale port developments can drive circularity and sustainability at scale.

Supporting NEOM’s Vision for a Global Trade Hub

The project forms the foundation of Port of NEOM’s new container terminal, designed to enhance global connectivity and position Oxagon as a central hub along East-West trade routes. As one of the first large-scale infrastructure packages at the Port, this initiative supports Saudi Arabia’s Vision 2030, which aims to diversify the economy and develop a world-class maritime logistics sector.

“The completion of this project at Port of NEOM is a proud moment for BESIX and a clear demonstration of our ability to deliver world-class marine infrastructure,” BESIX said in a statement. “We are proving that complex infrastructure can be both high-performing and low-carbon. We are honoured to contribute to Saudi Arabia’s Vision 2030 and to support transformative projects that set new global benchmarks.”
