Bouygues Bâtiment International, a subsidiary of Bouygues Construction, has secured a contract from Montenegro’s Ministries of Public Works and Health to design and build a new university hospital in Podgorica. The project, signed under an intergovernmental agreement between France and Montenegro, aims to modernize the country’s healthcare infrastructure while strengthening medical education and research.
New University Hospital to Transform Healthcare
The new hospital will replace and expand the existing Clinical Centre of Montenegro in the capital city, Podgorica. It will feature 562 beds and operate in close partnership with the University of Montenegro’s Faculty of Medicine, creating a regional hub for healthcare, education, and medical research.
The hospital will include:
- A fully equipped surgical unit with 14 operating theatres for adults and five pediatric theatres
- 117 intensive care units
- A modern emergency department
- Advanced laboratory research facilities
- Lecture theatres and a medical library for education and training
Additionally, the direct connection with the Faculty of Medicine will improve practical training opportunities for future healthcare professionals.
Sustainable and Seismically Resilient Design
Bouygues Bâtiment International will construct the facility to meet strict environmental and seismic standards. The project targets LEED Silver certification and will comply with the European Energy Performance of Buildings Directive.
Furthermore, the hospital will achieve nearly zero-energy building (NZEB) standards, aiming to reduce energy consumption by 10% below national NZEB requirements. Solar panels and other energy-efficient technologies will help lower the building’s environmental impact.
Because Montenegro is located in a seismically active region, engineers will incorporate post-tensioned slabs and advanced structural solutions to improve earthquake resistance and ensure long-term durability.
Construction to Preserve Hospital Services
Construction will take place in multiple phases to ensure the current Clinical Centre remains fully operational throughout the project. At peak construction, around 700 workers will be on-site.
Moreover, Bouygues will work closely with hospital staff to coordinate construction activities and minimize disruption to patient care.
Construction Timeline
The design phase officially began in June 2026, while construction is expected to start in 2027, subject to financial close.
