Global Office Fit-Out Costs 2026 JLL Explained

JLL has reported a rise in global office fit-out costs of 2% to 6% over the past year. The increase reflects growing complexity in construction, technology, and supply chains.

According to JLL’s 2026 Global Office Fit-Out Cost Guide, the average cost for a medium-quality office now stands at $2,150 per square meter ($205 per square foot).

Rising Complexity Drives Costs Higher

The report highlights several cost drivers. These include geopolitical tensions, energy price volatility, and ongoing supply chain disruptions. In addition, U.S. trade tariffs impact 62% of markets surveyed.

While material prices have stabilized somewhat, other pressures continue to rise. Skilled labor shortages affect 55% of markets. At the same time, demand for advanced workplace technology is increasing.

Mechanical and electrical (M&E) services account for up to 37% of project costs. Builders’ works contribute another 29%. These categories remain highly sensitive to labor shortages and rising input costs such as copper.

Strategic Planning Becomes Critical

JLL emphasizes that cost management now requires a proactive approach. Organizations must integrate planning, procurement, and risk mitigation from the early stages.

Ruth Hynes, Global Research Lead at JLL, noted that cost pressures now stem from multiple overlapping factors. As a result, predicting project costs has become more difficult.

Ben Jackson, Global Head of Development Services, stressed the importance of early-stage cost consultancy. He advised companies to secure fixed-price contracts where possible. This approach helps reduce exposure to market volatility.

Technology and Energy Efficiency Gain Priority

Corporate occupiers are shifting their focus toward long-term value. Notably, 88% of CRE leaders prioritize energy savings at the executive level.

As a result, smart M&E systems are no longer optional. Instead, they are treated as essential investments. Advanced AV systems and AI-ready infrastructure are also becoming standard in modern offices.

This shift reflects broader trends in AI-driven optimization and digital transformation, where data and automation improve efficiency across industries.

Regional Cost Variations

North America remains the most expensive region for office fit-outs. Average costs reach $3,200 per square meter, driven by tariffs and labor shortages. Cities such as New York, San Francisco, and Boston rank among the most expensive globally.

In contrast:

  • Asia Pacific averages $1,550 per square meter
  • Latin America averages $1,800 per square meter
  • EMEA averages $2,300 per square meter

Office layout decisions also play a major role. Project costs can vary by 10% to 13% depending on design choices.

Sustainability and Technology Shape Future Demand

Sustainability requirements continue to influence costs, especially in EMEA. ESG regulations make energy-efficient designs and certified materials standard practice.

Meanwhile, Asia Pacific remains cost-effective. However, the region faces rising technology costs due to semiconductor shortages affecting smart building systems.
