The ICC Berlin revitalisation project has reached a major milestone after the Berlin Senate approved plans to transform the city’s iconic International Congress Center. The decision moves the long-awaited redevelopment one step closer to reality after the landmark building remained closed for more than a decade.
The heritage-protected ICC Berlin has been out of operation since 2014. In 2023, the Berlin House of Representatives approved its revitalisation and appointed the Senate Department of Economics, through Berliner Immobilienmanagement GmbH (BIM), to oversee the concept development process.
Arup-Led Partnership Wins Development Competition
Arup joined the competition as part of a multidisciplinary project partnership that included experts in architecture, urban planning, engineering, historic preservation, project development, construction, arts, and cultural management.
During a two-year dialogue process, the team developed a detailed redevelopment concept along with architectural and urban design proposals. The partnership submitted its final proposal in March 2026.
The competition jury evaluated the concept positively and recommended it for selection. On June 23, 2026, the Berlin Senate officially endorsed that recommendation and began negotiations for an exclusivity agreement.
Vision Focuses on Heritage and Future Uses
The ICC Berlin revitalisation plan aims to preserve the building’s distinctive architecture while introducing new uses that support its long-term future.
The project follows the principle of “function follows form.” Instead of altering the landmark’s identity, the redevelopment builds upon its existing architectural strengths.
Developers plan to introduce a diverse mix of attractions, including:
- Art and cultural venues
- Concert and exhibition spaces
- Restaurants and dining facilities
- Event and conference venues
- Creative industry workspaces
- Flexible office environments
In addition, the project team will work closely with the State of Berlin to develop temporary cultural venues, long-term operating models, and sustainable management solutions.
New Public Spaces to Revitalize the Area
The redevelopment extends beyond the historic building itself. Plans include new buildings at Messedamm 9 and 11, along with redesigned entrances, improved pedestrian routes, welcoming public spaces, and additional dining options.
These improvements will better connect the ICC with its surrounding neighborhood. As a result, the destination aims to attract visitors throughout the day instead of only during major events.
The revitalised complex is expected to generate new cultural activity, support economic growth, and strengthen Berlin’s position as an international destination for events and creative industries.
Next Steps for the ICC Berlin Revitalisation
The project will now enter its next planning phase. Over the coming years, stakeholders will address building regulations, financing, heritage preservation requirements, and operational planning.
Once these elements are finalized, the project will establish a long-term framework for the ICC Berlin revitalisation. Ultimately, the redevelopment aims to return one of Berlin’s most iconic architectural landmarks to active public use while preserving its historic character for future generations.
