Skanska Awarded $712M New Jersey Surface Alignment Project Contract
A joint venture led by global construction giant Skanska, along with partner Creamer Sanzari, has been selected by the Gateway Development Commission (GDC) to deliver a major rail infrastructure project in New Jersey. The contract for the New Jersey Surface Alignment Project (Package 3) is valued at USD 712 million.
Skanska’s share of the contract is worth approximately USD 454 million (around SEK 4.3 billion), which the company will officially record in its U.S. order bookings for the second quarter of 2026. This vital project represents another major milestone in modernizing one of the United States’ busiest passenger rail corridors.
Expanding Capacity Along the Northeast Corridor
The complex design-build project involves constructing approximately 7,540 feet (around 2,200 meters or 1.5 miles) of brand-new rail infrastructure. Geographically, the alignment will span across the Secaucus and North Bergen areas of New Jersey.
The primary objective of this infrastructure is to establish a seamless connection between the future passenger rail tunnel and the existing Northeast Corridor (NEC). By bridging these two systems, the alignment will:
- Drastically improve day-to-day service reliability.
- Eliminate a historical transit bottleneck.
- Increase passenger capacity along a critical interstate transportation route.

Navigating a Complex Heavy Civil Engineering Scope
Because the alignment cuts directly through complex environments, Skanska and Creamer Sanzari will manage both the engineering design and construction phases. The specialized scope of civil work includes:
- Embankments & Retaining Walls: Building 4,170 feet of retaining walls backed by deep foundations and lightweight concrete fill.
- Viaduct Construction: Erecting a 3,150-foot pile-supported viaduct with a steel and concrete superstructure over the environmentally sensitive Meadowlands wetlands.
- Bridge Structures: Designing and building a major railroad bridge over Secaucus Road.
- Freight Crossings: Constructing dedicated railroad bridges to cross over active Conrail and New York, Susquehanna and Western (NYSW) freight networks.
Executing heavy civil work directly adjacent to active passenger and freight rail tracks demands exceptional planning and rigid safety protocols. You can read more about similar high-stakes logistical triumphs in our dedicated civil engineering news section. (Internal Link)
Project Timeline and Regional Outlook
Mobilization and initial construction activities are scheduled to begin in June 2026, with the joint venture team targeting substantial project completion by 2030.
The New Jersey Surface Alignment Project represents a critical component of the broader, multi-billion-dollar Hudson Tunnel Project. This program is widely considered the most urgent passenger rail initiative in the country, systematically upgrading century-old transit systems to handle modern capacity demands.
