Driving Change: Innovation and 3D Modeling Transform Miami’s Turnpike

As one of the most traffic-congested cities in the U.S., Miami faces increasing pressure to modernize its transportation infrastructure. With over 1.4 million vehicles on the road each year and population projections nearing 3.3 million by 2040, roadways must evolve to support growing demand.

To combat rising congestion and improve commuter mobility, Florida’s Turnpike Enterprise has completed a $235 million expansion of the Homestead Extension of Florida’s Turnpike (HEFT) in Miami-Dade County. Spanning 8 miles, the project widened critical travel corridors, modernized six tolling facilities, upgraded 16 bridge sites, and implemented comprehensive Intelligent Transportation Systems (ITS) to elevate safety and efficiency.

According to the INRIX 2024 Global Traffic Scorecard, Miami ranks 6th in the U.S. for worst traffic congestion, with the average driver losing nearly 75 hours annually to traffic delays. The Homestead Extension project directly addresses these inefficiencies by expanding capacity and integrating cutting-edge traffic management technology.

Smart Infrastructure in Action

Jacobs, serving as the ITS designer, played a pivotal role in bringing technology-driven solutions to life. Their ITS design included:

  • Fiber optic cable communications
  • Closed-circuit TV (CCTV) cameras
  • Dynamic message signs and toll rate boards
  • Vehicle detection systems
  • Real-time travel time tracking
  • Advanced sign structure design

When the original plan for express lanes evolved into a managed lanes approach, Jacobs swiftly adapted their design to meet the new criteria—demonstrating responsiveness and teamwork across disciplines.

“This was a fast-paced design with extensive coordination between teams,” said Ernest Sackey, Jacobs Engineer-of-Record. “Our close collaboration was essential to delivering an outcome that meets both current and future mobility needs for Miami.”

Digital Innovation with Real-World Impact

A hallmark of the project was Jacobs’ development of a 3D corridor model, a digital representation that allowed engineers to validate camera placement and eliminate blind spots before construction. This proactive approach ensured unobstructed surveillance views and optimized ITS infrastructure planning.

Another strategic innovation included relocating conduit infrastructure to the same side of the roadway as ITS cabinets and devices—an efficiency that minimizes fiber crossings and reduces long-term maintenance burdens.

A Recognized Model of Excellence

This forward-thinking project has already garnered accolades, earning the Grand Award at the 2025 ACEC Florida Engineering Excellence Awards for its technical achievement and collaborative success.
